CAPITOL HEIGHTS FELON PLEADS GUILTY TO STEALING GUNS FROM A FEDERALLY LICENSED FIREARMS DEALER AND TO ILLEGAL POSSESSION OF AMMUNITION

Greenbelt, Maryland – Gary Alphonso Robinson, age 27, of Capitol Heights, Maryland, pleaded guilty today to the theft of eight firearms and possession of ammunition by a convicted felon.

The guilty plea was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Kevin Perkins of the Federal Bureau of Investigation, Baltimore Field Office; Queen Anne’s County Sheriff Gary Hofmann; Colonel William M. Pallozzi, Superintendent of the Maryland State Police; and Chief Hank Stawinski of the Prince George’s County Police Department.

According to his plea agreement, on July 27, 2015, Robinson robbed a federally licensed firearms dealer in Stevensville, Maryland.  Robinson entered the store by breaking a glass window and squeezing through the security bars.  Robinson smashed a display case and took a 9mm semi-automatic handgun, a .45 caliber semi-automatic handgun, a .44 caliber revolver, a .38 caliber revolver, and three .357 caliber revolvers.  He placed the guns in a bag, which he handed to a co-conspirator through the broken window.  A security video recorded Robinson’s actions and the DNA profile of blood recovered from the scene matched Robinson’s, as did a partial palm-print found on a piece of the broken glass.

On September 17, 2015, a search warrant was executed at Robinson’s residence.  Law enforcement recovered 43 rounds of 9mm ammunition hidden in a shoe in Robinson’s bedroom closet. Robinson had a previous felony conviction and was prohibited from possessing firearms or ammunition.

Robinson faces a maximum sentence of 10 years in prison for each of the two counts: theft of firearms; and possession of ammunition by a convicted felon.  U.S. District Judge Deborah K. Chasanow has scheduled sentencing for September 12, 2016 at 12:30 p.m.

United States Attorney Rod J. Rosenstein commended the FBI, Queen Anne’s County Sheriff’s Office, Maryland State Police, and Prince George’s County Police Department for their work in the investigation.  Mr. Rosenstein thanked Assistant U.S. Attorneys Joseph R. Baldwin and Deborah A. Johnston, who are prosecuting the case.

QA Press Release – Armed Robbery/Injured Deputy

2016 07 26 Cpl. Troy Lowery & Sgt. Sonny Jones search suspect vehicle BLACKWELL, Ty Lamar PULANCO, Sabrina Lynn WHYTE, Jalen Lynell WILSON, Devanon Arnet Jr.

At 0050 Hours a 911 call was received from subjects at the Court Yard Inn located on RT 213 near Chestertown (QA) reporting an armed robbery involving a gun and knives.

It was reported that the suspects were three African-American males who allegedly took prescription pain medications and a cell phone from the victims and fled in a white Volkswagen passenger car.

A short time later after an attempt to locate broadcast was issued, a Queen Anne’s Deputy observed a white Volkswagen going south on RT 301 north of Centreville. Backup units were requested and a felony style stop was made. With the possibility of a firearm in the suspect vehicle, additional responding units stopped traffic in the opposite lane for citizen safety.

Hearing the broadcast from the Queen Anne’s County Sheriff’s Office regarding the armed robbery in the northern part of the county, Maryland state troopers from the Centreville Barrack responded to assist deputies in their search for the suspects.  Trooper First Class Kyle Morrison, a five-year-veteran, was in a marked 2015 Ford Explorer patrol vehicle following another trooper as they both traveled north on Rt. 301, south of Rt. 305.  Both troopers had their emergency lights and sirens activated.

In preparation for making a felony stop of the suspects, deputies began to shut down northbound Rt. 301 traffic prior to the location where deputies and other troopers planned to make the stop.  Deputies were out of their patrol vehicles and on foot in the roadway.

Without warning, TFC Morrison and the other trooper responding from the south came upon the deputies closing the highway.  Both troopers braked suddenly and, due to the wet roadway, TFC Morrison swerved into the median to avoid striking the patrol car in front of him.

Deputy Stephen Creason, a Queen Anne’s County Sheriff’s Office deputy on foot at the scene, saw the approaching patrol cars.  It appears that Deputy Creason moved into the median as TFC Morrison drove into that same location.  TFC Morrison struck Deputy Creason with the right front corner bumper and fender of his patrol vehicle.

Deputy Creason was flown by a Maryland State Police helicopter to the University of Maryland Shock Trauma Center where he is undergoing treatment.  Troopers from the Centreville Barrack and the State Police Crash Team investigated the crash, assisted by deputies from the Queen Anne’s County Sheriff’s Office.

The occupants in the Volkswagen, three African-American males and a white female were taken into custody and the vehicle impounded. Detectives responded and began to interview the suspects and victims in the case.

Jalen Lynell Whyte (20) of Grasonville has been charged with Armed Robbery, Theft under $100, 1st Degree Assault, Reckless Endangerment, Conspiracy to commit Robbery and Conspiracy of Possession with intent to distribute CDS.

Devanon Arnet Wilson Jr. (21) of Chester has been charged with Armed Robbery, Theft under $100, 1st Degree Assault, Reckless Endangerment, Conspiracy to commit Robbery and Conspiracy of Possession with intent to distribute CDS.

Ty Lamar Blackwell (22) of Easton has been charged with Armed Robbery, Theft under $100, 1st Degree Assault, Reckless Endangerment, Conspiracy to commit Robbery and Conspiracy of Possession with intent to distribute CDS.

Sabrina Lynn Pulanco (20) of Grasonville has been charged with Conspiracy to commit Armed Robbery, Theft under $100, Assault and Conspiracy of Possession with intent to distribute CDS.

All suspects are currently being processed and awaiting an initial appearance before a District Court Commissioner. Search Warrants were issued for the suspect vehicle and the victim’s residence. Several knives were recovered from the Volkswagen but no firearm has been recovered.

The robbery investigation is assigned to the Sheriff’s Criminal Investigation Unit and is ongoing at this time.   Deputy Creason remains at Shock Trauma.

INCIDENT:           Scam Calls

DATE / TIME:      08/02/2016

DETAILS:              Numerous calls have been reported about persons with foreign accents advising they are from the IRS Collections demanding payment via Green Dot or similar type cards. The IRS does not make telephone calls to collect payment. The best recommendation is to ignore the calls. It seems that the no-call list has little or no effect and answering machines are being filled up with the calls.

In one reported case, the caller became hostile and told the resident that he was going to bomb his residence and kill everyone there. The call was made from a NY number which no one answers at this time.

Calls are also being received that the scammer is in need of money to bail out a relative or to pay a lawyer. Again these calls are a scam and have been successful several times in this county. In most cases the victim is elderly and believes they are helping a grandchild. It’s suggested that elderly members of you family be asked to call a responsible relative before sending money or sharing additional information.

A new version of telephone scams is being reported by the Maryland State Police are warning the public about a telephone scam in which the caller represents himself as a barrack commander and threatens the victim with arrest if money owed is not immediately forwarded.

A victim in her 70’s from Allegany County called the Maryland State Police Rockville Barrack last evening and reported she had received multiple calls from a man with a ‘heavy foreign’ accent.  He told her she owed $800 and would be arrested if she did not quickly forward him the money. Fortunately, the woman said she hung up on the suspect each time.

The woman said when the suspect called her, the caller ID on her phone showed the number 301-424-2101, which is the publicly listed phone number for the Maryland State Police Rockville Barrack.  The woman reported the suspect identified himself as Lt. Dan Pickett, who is the commander of the Rockville Barrack.

Citizens are reminded that the Maryland State Police does not collect fines for traffic or criminal offenses.  All fines are collected by Maryland’s court system (www.courts.state.md.us).

No one in the Maryland State Police would place a call to someone and threaten arrest if a fine was not forwarded immediately to the State Police.

The Maryland State Police Criminal Enforcement Division is investigating this case of fraud and telephone misuse.  Anyone who may have received similar calls from someone saying they are from the Maryland State Police is asked to contact Sergeant Heath at 410-761-5130, or by email at msp.centralsouth@maryland.gov.  The State Police Criminal Enforcement Division
